Eyrie decree have extra warriors in box. Use them or keep them aside?

I was counting the pieces in a second hand copy of root I purchased, and found four extra bird warriors (24 vs 20 listed on components). All other factions have no extra pieces. Should these be included in the factions pieces, or should they be kept separate since not being able to recruit could cause turmoil (and having four extra would mitigate this already rare risk)?

THANK YOU!
