My (MD) disability discrimination complaint against my landlord is heading to conciliation. What do you request for emotional damages?

Had a slumlord for a year that lied through their teeth about the apartment’s condition before we moved in. We toured it, it looked great, everything in working order, then went back to Chicago and signed the lease online. About a month later, water damage appeared right above our bed. I reported it, they said there was no leak and painted over it. This happened 3 times before they did a partial drywall replacement. Then the ceiling started dripping water. Then pouring water. It happened 4 separate times. First it was “there’s no leak,” then “there’s a leak but we fixed it,” then “there’s a leak but we can’t find it.” They said it was my upstairs neighbor’s toilet — as in, the brown water that once dripped onto me was her shit water. I have obsessive compulsive disorder. That’s when things got ugly(er). I asked to terminate the lease. We had 8 months left and no early termination clause, so about $16K. They said no.

I went into acute, debilitating panic. I’ve been diagnosed for over 16 years — I went through COVID with severe OCD — and this genuinely destroyed my brain and body. There was a four-day period where I did not sleep. My psychiatrist and therapist mandated that I relocate, and I asked the landlord for a RA to terminate the lease without penalty. I sent that, plus the city code enforcement violation notice on the unit, by email and certified mail and kept the return receipt. Landlord says, “you’re free to leave, but you’re going to remain rent responsible.” They don’t acknowledge the disability, don’t acknowledge the TWO doctor’s notes — but they do acknowledge the violation notice. Suddenly maintenance is at my unit with every leak detecting device you’ve ever seen. They still can’t find it. Then they tell me they could install weather-tracking leak detector thingies, but won’t because it’s too expensive. So the leak rages on. It’s not my neighbor’s toilet. It’s the fucking rain. Then they say they found the leak and repaired it, send an inspector out to remove the violation, and smugly tell me the unit will be in perfect order and there are no grounds to terminate or accommodate. I shit you not, they came on a rainy day and saw rain pouring into the apartment like Niagara Falls.

I vacated the day I said I’d vacate and paid the prorated rent I said I’d pay. Landlord kept racking up charges on my account and withheld my security deposit to cover some of it. I filed a disability discrimination case. Five days after being served, landlord reversed course and retroactively removed all charges. This all happened about 19 months ago, and due to budget cuts and shuffling, the civil rights commission just got back to me. They’re asking what, other than the direct damages I cited with receipts, I am asking for to be made whole re: emotional and psychological distress. I did this whole thing not to make a buck — landlords think they can get away with anything because people don’t have the time or luxury to document everything, pay for postage, write the million pages of complaints, and wait years for resolution. Too bad for them, my OCD turned me into the final boss of paper trails. I don’t care if they award me nothing. I want them to be maximally inconvenienced for the shit they put me through.

TLDR: my disability discrimination case against my landlord has wrapped up investigation and they want me to make a monetary claim. How did you approach emotional/psychological distress damages, and how did you back it up?
