Plot inconsistency? Why couldn't A-train....

In the second episode, we see that A-Train experiences everything in slow motion when he runs. If that’s true, shouldn’t he have been able to react in time and completely avoid the path of the woman who stepped out of her car?

It doesn’t really make sense that he was “going too fast” to see her, because from his perspective, everything should be slowed down. So why couldn’t he just turn or stop in time?

I’m confused about how that works.
