Are Europeans individualistic?

I came across some memes online saying European people especially swedish dutch germans guys are the hardest to go on a date as they will ask for the share for even the water you drink with them if they paid for it (idk if it's true or exaggerated)

And they don't offer the guests food and SMTH like that, i come from a totally different background so I'm curious is it that bad how they show in the memes or is it just for fun and giggles? because it's really hard for me to believe it can be that harsh😭
