Getting put in sqaud/duo lobbies as a solo

I keep running in to teams while playing solo's. Used to be rare, now its 2 out of every 3 games for the last couple weeks.

I assumed it was people cheating/abusing the queue system till I chatted to a friendly team today who were playing actual legit squads and were shocked I was in their lobby.

I most definitely don't have solo vs squads or fill squad on. I checked before and after.

So, wtf is this?

I'm having long queue times (Oceania servers) so could it be that the matchmaking is just throwing us all together to get the games going?
