anyone else experiencing this weird glitch or bug or whatever this issue is?

so i was trying to make the models have good textures via the video settings in options and something weird happened that i still can't figure out how to fix it the 3 2 1 has glitched out i guess and stopped at 3 whenever a match started and image cutscenes seem to pause as when i was playing the gigaman story the cutscene was stuck at 2012 no mater what i did it did not seem to go away
