Harlowe Skill interaction question.

Make Extraordinary gives all of Harlowe's skills a chance to crit.

I assume this means Decoherence, and Meltdown.

However, Harlowe also has a skill called excited state. This skill turns any damage after an enemy is damaged by her action skill to automatically critically hit.

Does this mean that once Nuclear Winter damages an enemy, ALL skills will automatically critically hit?
