Welding v-brakes pins on a steel road frame.

I want to create an x-bike, but while most on this movement take steel MTBs and put on road tires and drop bars, I want to do the opposite: to be different, and because I would never find a mountain bike of my size.
I wanted to put 26" wheels on a 700c frame, this in order to gain a few millimetres in terms of rubber clearance, but with 26" wheels the caliper bakes would no longer reach the braking surface on the rims.
The plan: finding any kid cheap and trashed bike, steal the brake pins and arc weld them on my fork and stays.

Would doing this affect the frame in any way (aside from the paint job, of course)

Over here I can only find E6018 welding rods mainly, but also E7018 and E7013, which I found less aggressive.

The frame I found
