Empire of Gold - a question?

So I just started Empire of Gold (my God this series is so good it’s impossible to put down!!) and I’m very confused by Manizeh’s strategy??

Particularly when she sent Dara to tell other djinn to hunt Ali down bc he has Suleiman’s Seal and return him to Daevabad alive - I’m sorry but if Ali has the suleiman’s seal and is in control of all the magic in the djinn world now, why are earth would I want to return him if I found him?? I’d just choose to follow him instead???😭Am I missing something??? Or Is there a catch???? I’m so confused
