Help regarding campaign optimization

My daily budget is rs-500, I'm running a campaign for an event space where we can conduct weddings and birthday functions etc.. as my account was new I started with bid-strategy clicks. Even after 27 days there is no conversion and also recently have changed the strategy to maximize conversion. I'm targeting a small city where the maximum keyword volume is 70, so I need a help regarding the strategy

NOTE: I cannot increase the budget more than rs-500

what should I do in this case ?
Should I do a GMB campaign
