Does anyone feel like there are silent buffs/nerfs to skills?

I know Security Breach used to be ass but got buffed. All the perk test videos I've seen all came out months ago. I don't have the patience to test it all myself, but I wonder if the dev team heard about some of the "useless" skills like slip n slide, the sprint dodge roll one, etc. to make them have a more noticeable impact.
