Can I apply for OPT with pending concurrently filed i485, i130 and i765?

I filed marriage based adjustment of status then decided to shorten my studies, changed my PhD I-20 to an MA’s that expires end of May.

Also the I-20 submitted to USCIS is that of the PhD, which is no longer valid since I got another one to reflect the change to an MA.

Question is can I apply for OPT while no decision has been made to my case yet.

If yes, then given that I already submitted the old I-20 for adjustments of status, is it ok to use the new one for OPT application?
