MC2 Energy Solicitation

I need someone smarter than me to explain the MC2 electric supply solicitation I received. Did all residents receive this? Is it a good thing? It says I will automatically be enrolled unless I opt out. I am new to Rockford and unsure about it. Thanks for your input!
