strange guy approaching and following women in larchmont?

Safety

i've come across the same guy three times now and am wondering if anyone has had a similar experience.

the first time i noticed this guy, he was standing outside a yoga studio by himself. a few minutes later, i saw him following two women carrying yoga mats (presumably from the studio he'd been waiting outside of) and trying to talk to them. they were clearly disinterested and mostly ignoring him, and he eventually said bye, turned around and walked back the way he came.

the second time, he was once again standing on the sidewalk by himself, and he said hi to me as i walked past. i said hi back but i recognized him as the same guy as before. again, nothing crazy until i was checking out at salt & straw, glanced out the door and saw him standing in the doorway, staring at me and smiling. i realized he had followed me all the way there and was now waiting for me. but when i left salt & straw just a few seconds later, he was gone. i walked out quickly and took the long way back to my car.

finally, this past weekend i was waiting for my boyfriend to use the restroom at jeni's and was standing alone on the street on my phone. suddenly, this guy is in front of me, saying hi and asking if we'd met before. i was polite and answered his questions vaguely as he tried to make small talk, but felt trapped and uncomfortable. we talked for about 5-10 minutes. some people dining outside at pho la vache could hear the conversation and kept turning to look.

has anyone else had encounters with this guy? based on my conversation with him, he lives in the area. he's chinese american and seems to be on the spectrum. i hope he's just out there trying to meet new people or make friends, but he seems to only approach women and it's extremely disconcerting to be followed.
