Looking for Tips Regarding a Possibly Unsafe Housing Situation

Please, please don't give me stupid "advice" like "just move" unless you're going to give me a free home. I'm in tears because I cannot move. This is simply my situation right now and "just move" isn't help. Besides, the situation is dangerous not only for me but for the whole neighborhood.

I live with someone whom I've realized is severely mentally ill. This person believes they know everything and recently decided to "redo" the electrical work and install a new gas stove. They are NOT in any way, shape, manner or form qualified in the least to do any of this and so we're already experiencing some short circuiting. This idiot seems to be especially interested in proving themselves by doing the shit they're least capable of doing - there is more.

Is there a number to denounce this type of thing? I know the numbers for emergencies, but I'm hoping to avoid needing to call any of those in the first place. I'm seriously afraid this nutcase is going to blow up the entire neighborhood.
