VA DBQ find on deferred claims?

I have deferred claim and just looked at my DBQ for said claim. I think it’s being deferred because it says it is least as likely than not direct service connected by evidence and lay statement etc. However, at bottom of form it he checked box for at least as likely as not for TERA exposure. Is this mistake or lack of clarification the reason the claim can be deferred. Appears to be simple mistake not a several month issue.
