need help

So my mother had a stroke in January she for the most part is there cognitively but struggles with memory and focusing as well as attention issues....She can move her right side but her left side which was affected is slow weak and very ,limited in mobility and the need a cane to walk short distance like 20 feet but passed that she struggle and can fall, she is always at risk of falling but can manage to get up from the toilet by herself although she has to struggle Im with her wherever she walks and takes care of her, they assessed ger and im trying to get CDPAS but they only gave her 11 hours a week which i think its too little she cant cook clean use the bathroom or shower by herself nor can she take meds or travel herself and needs someone to walk with her at all times just in case and she had other major medical issue including a dissected aortic aneurism from 2012 and suffer from chronic back pain and pain from other issues.....how can i get her hours up to somewhere like 30 w week
