CarrierPU Rural

So I was on a route today that has a usual carrier pick up the sheet is given almost every morning. Today was my first time in a while on that route…I got to the address went to RRECS chose carrierpu scaned the barcode on the sheet chose 12 when it asked how many packages and then proceeded to scan the 12 packages but the scanner stopped at 5 and said no more than 5 scans is needed…what is the deal with this? Is the route getting credit for all 12 when you aren’t actually scanning all 12 or is this some stupid way for the PO to start screwing routes over by not allowing the full scanning to be done?
