Meta Ads in healthcare sector

Need guidance and realistic expectations. I am a sleep doctor and have a social media educational page. I also promote and offer Sleep Testing Services for sleep apnea. Recently I installed meta pixel on my healthcare website where I added a landing page specifically for home sleep testing. Meta put data restriction on my pixel due to healthcare related website. I see many other sleep doctors doing same thing and I frequently get their ads on my pages. My Questions are :

1-What exactly does meta limit by putting restrictions on the pixel. Would the ad not be shown at all or just that the reach will be limited?

2- How do other sleep brands do the same thing. like sleepdoctor , daybreak etc

3- How if I make a separate dedicated website and develop it as purely ecom and sell the tests and connecting with a new ad account and pixel? Would that work ?
