Best app instead of Skype

Hi. I used rebtel appinstead of Skype because Skype is no longer available. I use t mobile monthly cell phone service and they charged roaming fee with rebtel when I used landline from USA to Asian and Europe before. I don’t use it after that. I tried to download Viber and other app but didn’t work.

Which app is good to use?
