PC randomly is having issues where it is crazy slow on the home screen and cant run any video games. (more in description)

PC is 6800xt, 9850x3D 32gb 6000mb/s have a NVme ssd regular SSD and HD. Randomly all of a sudden my computer when booting up a game such as a escape from tarkov would be almost unoperable and need to be shut down. tarkov switched all settings to low and looks like it is 64 bit roblox game and crazy laggy/hard to even close. then when checking the task manager during all this the gpu usage is only around 20 percent and cpu at 80 but disk and ram are super low. all thermals checked on HW info are not at unsafe levels. I tried using a restore point then a fresh windows install but the issue still persists. display port cables are plugged into gpu and integrated gpu usage is 0 percent
