What’s the best VoIP provider you’ve used?

I just launched a business and have started doing cold calls for sales. I’m aiming for the US market so I started using a VoIP provider which blocked me for cold calling. Apparently cold calling is not allowed in their solution.

Are there any good alternatives which allow cold calling?
