Is it ok to try to network with the manager that rejected your application?

Advice

My partner was recently rejected from a job, they applied because we’re relocating for my career unfortunately. The company said they’d consider them for future roles.

The field that my partner works in is small and this company is the biggest game in town. I was thinking maybe trying to network with the hiring manager could be helpful?

Would it be too over the top or inappropriate for my partner to ask the hiring manager if they have time this summer/fall (when we move) if they could briefly meet and hear any advice the manager might have for how to get more involved locally? And that it’s totally understandable if their schedule does not allow, but they would really like to stay in touch (or say something to that affect)

TLDR: is it ok to try to network with a hiring manager that rejected you and if so, what do you think is the most respectful way to go about it?
