Phantom Freddy on Night 1?

Just started a new run (playing as Mike) and on Night 1 for some reason when I swapped from Fazsweep to check on Foxy on his camera Phantom Freddy was there. I waited without shining the flashlight and, sure enough, it's literally Phantom Freddy. I didn't use the Prize King either, he was just there.

How did he get here? I checked the active animatronics and it doesn't say the Phantoms are active, which of course not you can't even encounter them until at least Night 4! He also seems to be at an absurdly high AI level considering how quickly he phases in.

Is this just a really obscure easter egg or some kind of bug?
