Why are 3-star 4-costs everywhere all of a sudden?

I don't follow the meta super closely, but over the past week I've been noticing 3-star 4-costs showing up in almost every single game — and whoever hits one usually just wins.

They used to feel pretty rare, but now there's almost one in every lobby. Did something change in a recent patch, or is this just the meta now?
