Indicating he read my account but still failing to respect it

I don't understand this. I'll get messages from a guy referencing aspects of my account, images, hobbies, what I'm looking for, etc. but I have it in my account that I am not interested in sending or receiving nudes and I make it clear I will not reply without a face pic, yet these guys will still routinely lead with something about how they also like this or they also are looking for that, but then will immediately follow up with a picture of his dick or don't send a face pic. Sometimes, both at the same time. Is this just some kind of arrogance, where this guy thinks he's so damn desirable that I'll look past his failure to send a face pic, which is hilarious because how can I find him desirable if I don't know what his face looks like, or maybe he thinks his dick is so magnificent it'll dicknotize me and I'll be his? Or is it just penis brained stupidity?
