Overspawn of heavies

What is the deal with Arrowhead making a new heavy unit, but severely overtuning the spawn rate every fucking time? I like the new bile titan, and I liked the Dragonroach, etc., but they just spawn in such ridiculous numbers on every update that there isn't any meaningful counterplay. It's just a case of throwing random shit at them and hope the problem goes away.
