Trace + Sand Rush interaction

Hey, I just got a weird interaction:

My Alakazam mega evolved, Traced Sand Rush under Sandstorm, and somehow, the Excadrill still Earthquaked first.

Alakazam is max Speed + Timid nature.

No Tailwind, Trickroom, Paralysis or speed control involved but this.
Is there an explanation?
