Grading Question -Exams

I having never attended community college before but is it normal for them to grade the first exam with 100 points and make the other exams less such as 50 or 70points? I don’t see how it’s giving us a fair chance if we do bad in the first one and only had three exams with the final

Is this a tactics to fail students?
