what consequences can a school face for negligence to a rape and murder threat

A (f)student in my school got rape and murder threats on the bus and the school so far to my knowledge did nothing.

as of recent the same (m)student is still allowed in the school with no consequences whatsoever and has done other thing to (f)students since then.

the head of the school is fully aware of all of this.

+I don't know if this changes anything but this all happened within a small private school.
