pc will only charge my switch when trying to use dbi

hi ya'll! i made a post but deleted it because i already fixed another issue i had and the title was just not accurate. basically what the title says, i just modded my switch using the guide on this sub, and now while i'm trying to use dbi to download a game it only charges my switch, while i used the same usb for the whole modding process. I'm already looking into downloading games through my phone but would way prefer doing it on my pc, so how do i fix this?
