There are only a handful of cards in Magic that care about shuffling: \[\[Cosi's Trickster\]\], \[\[Psychic Surgery\]\], \[\[Psychogenic Probe\]\], and \[\[Widespread Panic\]\]. I wanted to add to that list since I feel it's an under utilized mechanic.

Untapping permanents can be a very powerful effect, but you have to build around it. Most cards that let you shuffle are one-offs: sacrifice tutors, creatures with ETBs, or attack/damage triggers. I don't think this commander creates any terribly game breaking combos and it turns some otherwise mediocre cards into power houses.

\[\[Whisper Squad\]\] (an otherwise terrible card for commander) + anything that taps for excess mana (e.g. \[\[Bloom Tender\]\]) becomes infinite mana. Tack on your favorite mana sink (e.g. \[\[Walking Ballista\]\]) and you've got yourself a wincon.

\[\[Thawing Glaciers\]\] + \[\[Amulet of Vigor\]\] lets you fetch all of the basics from your deck to the battlefield.

There are other ways of infinitely shuffling, like \[\[Arachnus Spinner\]\], \[\[Myr Mindservant\]\] or any of the old mercenary cards (\[\[Cateran Persuader\]\] for instance), but those eat up the untap you get from Eneval, so without a trigger doubler you're just shuffling for the sake of shuffling. Since Eneval lets you look at the top card of your library (because if you're going to run a shell game, you better know where the pea is), this can be a pseudo-top-of-library-tutor if your playgroup is willing to let you waste that much time (I'm not sure if it's considered deterministic or not, the end state is X card on top of your library and the rest randomly shuffled, so the rules *might* let you shortcut it? Does a game state being deterministic also depend on the order of a supposedly random list?)

I also think it's a great politicking tool since it turns any player's fetch land into a \[\[Psychic Puppetry\]\] which can be very good for keeping big threats tapped down. While most shuffling is done early game before this commander hits the battlefield, it can really power up late game fetch lands or top-of-library tutors.
