Who in your opinion is the worst movie villain ever?

By "worst" I don't mean villains that are great at being terrible. I mean villains who were either super dumb, or maybe just terrible at carrying out their plans, or poorly casted. Or just a villain who was extremely poorly written

I know there are popular ones like the Joker from Suicide Squad (the Jared Leto one), Doctor Doom from the 2015 Fantastic Four movie, etc. I'm a big movie lover and I love a greatly written villain, I'm curious about who people think was the absolute worst
