d3dx9_43.dll missing - W11 - RTX50XX

Hello guys,

Wanted to tranfer a CK3 game to EU4 on my new build, and found myself unable to launch the game with this error in the launcher :

When running directly eu4.exe I get :

Looked at a lot of forums and tried reinstalling :
DirectX End-User Runtimes (June 2010) (https://www.microsoft.com/en-us/download/details.aspx?id=8109)

and DirectX End-User Runtime Web Installer(https://www.microsoft.com/en-us/download/details.aspx?id=35)

And for both I get :

And in DirectX.log : Only stuff like :

But no errors whatsoever.

To be honnest I'm kinda lost and turnign towards you guys for help.
