How do we make our 5th floor apartment safe for a cat?

We plan in the next few months to take a rescue cat (or 2) and we want to make our balcony completely safe. It's a top floor apartment so there's nothing directly above us to latch a vertical net to. I'm wondering if anyone has any solutions?
