In response to Virginia's gerrymander, why hasn't Texas gerrymandered even harder?

Why hasn't Texas drafted a 34-4 or 35-3 congressional map as a response to Virginia's left-wing gerrymander passed by voters? With 1 blue district in Dallas, 1 in Houston, 1 in Austin, and (possibly) 1 in San Antonio?
