Question on The Elder Scrolls Betrayal of the Second Era

To my understanding it is kind of a character building rogue-like with not so much of a tactical depth in terms of moving character around the map. It looks like it's closer to Slay the Spire (but with a map and dice instead of cards) than to something like Xcom. Am I right or is there something more to it?
