Long queue Latam

So I got sf6 a couple years ago and I started playing rank and the queues were terrible but I managed to reach plat at the time... I quit the game after that because the queues times in the night were 5-10 mins in some cases. I'm from Ecuador my internet speed is 600mbps conected through ethernet but I noticed in a custom match that I had only 1 bar for some reason.. I got back to the game a few weeks ago and is pretty much the same, i'm trying a vpn atm but the queues are still pretty bad. I know the game have a proximity search for the matches but I read in a lot of threads that using a vpn greatly improve that but i'm not seeing it. I bought the game through instant gaming without noticing it was the LATAM version, idk if I can activate the NA version if I delete the game from my steam account and if that would improve the queue times. If anyone know about this plz help I just want to play the game but the 10 mins queue are killing all my enthusiasm plus this is the first time having this issue with an online game.
