New arc isn’t spawning

The Arc Turbine didn’t spawn when playing during day time, only spawned in twice during the night raid . I played duos with my buddy, we probably played 15-20 matches and the arc turbine didn’t spawn, why? Is it only on night raids? We kept waiting till the 5 minute mark and no luck.
