10% what does it mean and how does it behave ingame?

For me the 10% is clearly like who would have guessed it. In every 10 pulls you get the bonus, may be it the 20x asteroid or craft item or alloy.

Since 10% is 10% does that 100% gurantee that if you were to craft 9 items the 10th must be duplicated?

Or for example could the game give you 18 itmes undoubled and then just give you double twice in a row?
