REQUIREMENTS

Hello po, I'm planning to apply for WVSU COC but my school won't release my grades and good moral due to unpaid school balance. I tried sending an email through the WVSU COC but no one replied, even after weeks of inquiring. Is it possible for me to lack requirements and still be available to take the interview and aptitude? And if i decided to pass the requirements a bit later, is there a cut off on how many students can apply?
