What did Jud mean by this?

When Blanc and Jud first meet Blanc says that religion is just story-telling, Jud agrees but asks Blanc something along the lines of "if the storytelling is intended to convince people of a lie, or if it tries to capture some underlying truth that people struggle to express other than through story-telling"

I'll admit im kind of stupid, so did Jud mean something like "we tell story's about all these bad things because those are real things that happen to people" ?
