Pesky neighbour - petty but effective ideas needed

Next door neighbour is an 30 yo unemployed blob not engaged in any study either. He smokes all day, plays loud music, occasionally delights us with a bit of drums or electric guitar practice, parks on the grass, is up at all hours of the night making noise....

My husband and I have an 13mo baby boy whose room is right across from the pest's favourite smoking area. We've politely asked him to move away as we can't open my son's window without getting a mouthful of smoke immediately. He's said he's already smoking as far as he can from my son's window (complete bull).

I've asked the council who has said something could be done about the noise but nothing about the smell.

So I come to you to ask. What can I do to make his smoking time utterly miserable? Sadly I don't have school aged children who can serenade him with the recorder.

So, what would make a smoker move his designated puffing area?
