Dance of knives is not triggering the Shadow Clone passive

Dance of Knives was reworked in the expansion to go from charges to spending energy.

The Middle Shadow Clone mod says that after spending 100 energy, your next core skill (which dance of knives is), becomes a Shade skill and spawns a Shade that deals 40% of its damage.

This does not trigger from what I can tell.
