Frost Build for Supporting ETA?

I am wanting to get Frost built so he can run ETA as a support tank. I've seen many of them come in and give really great overguard to the team in a wide range and freeze everything, but my setup doesn't seem to be working.

Does anyone have a build for support tank Frost that is ETA usable? Bonus points if it has decent energy sustain too.
