References on addresses?

I am struggling on this- I keep to myself mostly. But more importantly, I've had some, I guess, housing instability? I had a job, and because I didnt have housing, when they offered a travel spot, I took it. I dont know if I need to list the hotels? It was generally under 90 days (6 weeks at work, 1 week off, then repeat, except twice, I refused the extra weeks vacation and stayed 13 weeks straight). Hotels are typically temporary housing, but I didn't have a lease or anything elsewhere, so I dont know if that needs listed? I used a PO box for a mailing address unless I ordered off Amazon or something.

But, now that I'm in a stable housing situation, its, well, in the hood. I have a couple neighbors I interact with, one struggles with English, and another older lady who has dementia (and maybe a 10 minute memory on a good day?) The other houses are abandoned, or belong to dealers. Is it acceptable for the reference to not be living in the immediate area? (I'm not sure how to put on the form I spend a lot of time with the homeless population, but they dont have addresses or phones. Every week, I provide food and hygiene supplies and in the summer, I refill water jugs and provide ice, so we do actually know each other. Ive become the "safe" meeting area for EMS instead of them going to burned down buildings). Im just at a loss of who to use, or how to put it down if the references do need to be neighbors.
