CIC to Mainline/Core IBM Later

Hi everyone, quick question about IBM CIC mobility.

if someone leaves CIC in good standing and applies back to IBM later as an external candidate, is there any waiting period or rehire issue? What is a reason to leave quit a "good standing" tho?

Has anyone left CIC and later worked for a client/company without non-compete or conflict issues?

Just trying to understand the long-term path. Thanks!
