Not getting Divine Sovereign?

I'm not entirely sure this is a bug, but I've looked at the wiki and it looks like the event should have activated. I have a leader with the Shroud Shaper Trait, I am dictatorial which it says should be compatible with this event, and its been 10 years. Is there a common bug where Divine Sovereign won't fire, and if so is there a fix?
