Help With Stuttering/Laggy Gameplay

Hey raiders. As the title suggests, I need help with my game. I'm unsure why it's like this, but it's like this regardless of what the settings are, just a bit worse on the highest settings. Point being that, even if I set it to the lowest settings, it still stutters/lags. The icon that's shown through at least most, if not all, of the gameplay isn't normally always there (I think it's because I was recording with OBS but idk). Earlier, it was lagging when I would shoot anything, even in the practice range. What I've realized is, it seems to get a little better over time as I play more, but it still doesn't run as smooth as I want it to. I have tried plenty of different optimization guides, including ones that involve changing a few things outside of the game entirely just on my computer. I genuinely don't know what to do at this point and if anyone can help me out, I'd be very grateful and would appreciate it! Thanks!

PS; I don't know what specs people would want to know, but feel free to ask for any others you might need. Otherwise, here's the general specs:

Processor: Intel(R) Core(TM) i9-10850K CPU @ 3.60GHz (3.60 GHz)
RAM: 16.0 GB (I feel like this could be a main issue for this and plenty of other games)
Graphics Card: NVIDIA GeForce RTX 3070

Game installed on 2TB external SSD with, according to Crystal Disk Mark, about 450MB/s both read and write speed.
