Conservatorship vs. Power of Attorney

Location: Southern California

I'm writing this on behalf of my friend. Her husband was employed at Kaiser and he had a stroke a couple of months ago and is now incapacitated. My friend and her husband kept all the personal records separate so my friend does not have access to any of his employment records (finances are well that that's another story). After getting a lot of help, she was able to get conservatorship to be able to have access to his employment records. She got GC-150 (letters of temporary conservatorship, her hearing date is in a few months) and presented to Kaiser HR rep but they denied her request because she needs power of attorney. I believe conservatorship is considered power of attorney because the husband is incapacitated at this point. This is correct, right?

Working with Kaiser has been a nightmare for my friend. They won't release any information. She needs his employment information to file taxes and apply MediCal for his sub-acute hospital stays (which Kaiser is covering 100 days). She doesn't have money to hire a lawyer. Not sure if there are resources that she could use... Time is ticking and she really needs advice. Thanks for listening.
